Countywide Zoning

This dataset was developed in 2009 by the Southern California Association of Governments (SCAG) to provide a Countywide zoning and general plan information.

Importantly, it includes the zoning codes for each city, their general plan codes, and a generalized general plan code developed by SCAG to support regional analysis. This information was consolidated by SCAG, with QAQC done by local jurisdictions.

Data Field Descriptions

AIN - Assessor Parcel Number
County - County ID (for LA this is 37)
CITY_NAME - City Name
DENSITY - This represents the number of dwelling units permitted. Some cities provide ranges other absolute number.
LOW - For jurisdictions with ranges, this represents the fewest number of dwelling units
HIGH - For jurisdictions with ranges, this represents the top of the range
ZONE_CODE - City's Zoning Code - note that this is the source code for each of the 88 cities. They are not harmonized and similar codes may mean slightly different zoning regulations for each city.
YEAR_ADOPT - This is generally reflecting the year in which the land use element was adopted, however, there may be some instances when the staff put in the year the General Plan was adopted
CITY_GP_CO - City's general Plan code
SCAG_GP_COD - SCAG General plan Code. This is a generalized general plan code developed by SCAG to support regional analysis. You can join this to the .dbf file which has descriptions. More detailed descriptions are in the word file.
