				<content:encoded><![CDATA[<p>2 foot contours acquired as part of the <a href="http://planning.lacounty.gov/lariac" target="_blank">Los Angeles Regional Imagery Acquisition Consortium </a>in 2006.</p>
<p>The Digital Surface Model was acquired using<strong> LIDAR </strong>(<strong>Li</strong>ght <strong>D</strong>etection <strong>A</strong>nd <strong>R</strong>anging), which used a laser mounted in planes that were acquiring 4-inch orthophotography data.  Hundreds of millions of ground measurements were made using this system, which makes it  extremely accurate.  This source was used for urban/suburban areas of the County in mainland (approximately 2,898 square miles) and Catalina Island covering approximately 75 square miles, while for the National Forest contours were created using stereo compilation.</p>
<p>This dataset meets or exceeds ASPRS (American Society for Photogrammetry and Remote Sensing) 1:100 scale mapping.  Accuracy is within +/- 2 feet of true location with 95% confidence.</p>

<p>We highly recommend that you visit the <a href="http://planning.lacounty.gov/lariac" target="_blank">LAR-IAC Project Website</a> to find a rich source of information about the data and the LAR-IAC program.  The site includes project documents, full FGDC compliant metadata, data downloads of related GIS used to complete the project, sub-licensing information, sample imagery and data, and information about the 2006 acquisition.</p>
<p>GIS Data showing flight-date information is available from the LAR-IAC Project website site, and elsewhere in the LA County GIS Data Portal.</p>
<p>The imagery is held under license from InfoTech International, and cannot be publicly released.  Government entities are eligible to join the LAR-IAC program to access the data.  Private entities may contact InfoTech directly to purchase selected parts of the data.</p>

<p><strong>About LAR-IAC</strong></p>
<p>The Los Angeles Region Imagery Acquisition Consortium (LAR-IAC) Program is a collaborative acquisition program for digital aerial imagery data which has included the participation of 10 County departments, 30 municipalities, and four other public agencies.</p>
<p>The consortium is a model for regional cooperation that improves the quality, access, and cost-effectiveness of high resolution digital aerial imagery. Knowledge transfer is increased through consortium program meetings, user groups, and various workshops that have been established in conjunction with the project. The imagery acquired will enable all participating jurisdictions to leverage this key geographic information asset for numerous decision support and business applications, thereby facilitating the effective and efficient delivery of services.</p>
<p><strong>Purchasing LAR-IAC data</strong></p>
<p>Government agencies acquire LAR-IAC elevation data only through the County consortium.  Private companies can acquire LAR-IAC data as part of a project they are working on with a LAR-IAC consortium member, or by contacting the original data vendor, <strong>Infotech. </strong>Contact information is here:</p>

				<content:encoded><![CDATA[<p>This dataset represents natural color, leaf-off, 0.33-foot (4-inch) high-resolution, high-accuracy orthorectified aerial imagery, acquired by the Los Angeles Regional Imagery Consortium (LAR-IAC) in winter 2010/2011.  This imagery covers the majority of urban/suburban areas of the County in mainland (approximately 2,898 square miles) and Catalina Island covering approximately 75 square miles.  The rest of the County, covering the National Forest, is covered by a one foot (1-foot) resolution digital orthoimagery, approximately 1,056 square miles, and is a separate dataset.  Information about that data is available in another part of the portal.</p>
<p>This dataset meets or exceeds ASPRS (American Society for Photogrammetry and Remote Sensing) 1:100 scale mapping.  <em><strong>Horizontal accuracy is 0.7 feet (8.4 inches) </strong></em>with 95% confidence.</p>

<p>The Countywide building outline dataset contains building outlines (over 3,000,000) for all buildings in Los Angeles County, including building height, building area, and the parcel number (also known as building footprints).  This data was captured from stereo imagery as part of the LAR-IAC2 Project (2008 acquisition).</p>
<p>There are a number of sources, listed here:</p>
<ul>
<li><strong>City of Palmdale &#8211; </strong>building outlines from the LAR-IAC (2006) imagery &#8211; derived from orthogonal imagery.</li>
<li><strong>City of Pasadena &#8211; </strong>building outlines from earlier imagery, updated with LAR-IAC2 (2008) imagery in 2008</li>
<li><strong>City of Glendale</strong> &#8211; building outlines from earlier imagery, updated with LAR-IAC2 (2008) imagery in 2008</li>
<li><strong>City of Los Angeles</strong> &#8211; building outlines from LAR-IAC2 (2008), stereo generated, for all buildings &gt; 64 square feet</li>
<li><strong>The rest of the County</strong> - building outlines from LAR-IAC2 (2008), stereo generated, for all buildings &gt; 400 square feet</li>
</ul>
<p>Most of the buildings in this dataset were generated using <a href="http://en.wikipedia.org/wiki/Stereoscopy#Characteristics" target="_blank">stereo imagery</a>.  This means that the person capturing the buildings actually saw them in 3-D, and therefore was able to more accurately capture the location of the roof line, since this method eliminated the impacts of building lean (where the height of the building impacts its apparent location).  Basically &#8211; this is the most accurate method for capturing building outlines.  In many cases the location is more accurate than our aerial photography and parcel boundaries.</p>

<p><strong>About LAR-IAC</strong></p>
<p>The <a href="http://planning.lacounty.gov/lariac" target="_blank">Los Angeles Region Imagery Acquisition Consortium (LAR-IAC) Program</a> is a collaborative acquisition program for digital aerial imagery data which has included the participation of 10 County departments, 30 municipalities, and four other public agencies.</p>
<p>The consortium is a model for regional cooperation that improves the quality, access, and cost-effectiveness of high resolution digital aerial imagery. Knowledge transfer is increased through consortium program meetings, user groups, and various workshops that have been established in conjunction with the project. The imagery acquired will enable all participating jurisdictions to leverage this key geographic information asset for numerous decision support and business applications, thereby facilitating the effective and efficient delivery of services.</p>
<p><strong>Purchasing LAR-IAC Data</strong></p>
<p>Government agencies acquire LAR-IAC elevation data only through the County consortium.  Private companies can acquire LAR-IAC data as part of a project they are working on with a LAR-IAC consortium member, or by contacting the original data vendor, <strong>Pictometry/Sanborn. </strong></p>

<p>Data is designed to be accurate to the Thomas Brothers datasets for mapping purposes. It does not correspond to Census Bureau data. <p>This height data was  developed from the following two data sources:</p>

<p>This was a very simple calculation - simply the DSM minus the DEM</p>
<p>This dataset was developed by the County of Los Angeles Chief Information Office in support of the LA County Solar Map Application (<a href="http://solarmap.lacounty.gov/" target="_blank">http://solarmap.lacounty.gov</a>).  A solar model based upon the high-resolution digital aerial elevation data included the tops of trees, the ground, and other features that would skew any solar results.  For example – the top of a tree appeared to the solar model to be a prime candidate for solar photovoltaic installation due to the amount of sunlight it received, but this was obviously incorrect, and some way needed to be found to focus exclusively on building tops for the purpose of the site.</p>

Simply, when used with maps, it provides a three-dimensional aspect to the map based upon the relief of the underlying area.  A more detailed definition of a hillshade can be<a href="http://en.wikipedia.org/wiki/Hillshade" target="_blank"> found here.</a></p>
<p>This hillshade was computed from the 2006 Digital Elevation Model (DEM) acquired by the Los Angeles Regional Imagery Acquisition Consortium (LAR-IAC), and is a 5 foot by 5 foot raster grid.  This hillshade has been improved by Hwa Saup Lee of the County&#8217;s Internal Services Department to smooth the differences between the two LAR-IAC collection areas (high resolution 5 foot and low resolution 10 foot) and create a single seamless hillshade.</p>

<li><strong>Global radiation</strong> &#8211; Global radiation or total amount of incoming solar insolation (direct + diffuse) calculated for each location of the input surface.</li>
<li><strong>Direct radiation</strong> &#8211; Direct incoming solar radiation for each location.</li>
<li><strong>Diffuse radiat ion</strong> &#8211; Diffuse incoming solar radiation for each location.</li>
<li><strong>Duration</strong> &#8211; Duration of direct incoming solar radiation</li>
</ul>
<p>This dataset is the first output &#8211; global radiation.Values are watt-hours per square meter per year, and range from zero to over 2.6 million.  Further analysis has determined that these values may be 28% low when compared to real-world test locations, at LAX and Long Beach Airport (<a href="http://egis3.lacounty.gov/dataportal/wp-content/uploads/2010/12/Solar-Insolation-Los-Angeles.pdf">Federal Solar Fact Sheets</a>.)    It is recommended that the values be scaled up by this percent to build accurate models.</p>
<p>There are two versions of this file.  The first is the raster dataset, samples of which are shown below.  The second version is a point file version, which converted each 5&#8242; x 5&#8242; grid into a single cell that could be assigned to a specific building and parcel, and aggregated for use in the <a href="http://solarmap.lacounty.gov" target="_blank">LA county Solar Map.</a>  This point file is massive, and should not be viewed except at extremely large scales.</p>

<p>This dataset was developed by the County of Los Angeles Chief Information Office in support of the LA County Solar Map Application (<a href="http://solarmap.lacounty.gov/" target="_blank">http://solarmap.lacounty.gov</a>).  It is a 5 foot by 5 foot raster grid that coveres all areas of the County that had the necessary data.  This is the raw source data that includes  includes the tops of trees, the ground, buildings, water, and all features.  This means that features like the top of a tree will appear to be  be a prime candidate for solar photovoltaic installation due to the amount of sunlight it received.</p>
<p>This dataset is perhaps the largest single solar radiation model in the world, consisting of over 300 million individual measurements.</p>
<p>For the solar map site itself, further processes were run to focus only on building roofs.  This dataset includes ALL information, and can be used for determining solar potential for ground-based systems as well.</p>
<p>Data shown on the  Solar Map included a number of other processing steps, which created a <a href="http://egis3.lacounty.gov/dataportal/?p=513" target="_blank">raster building dataset</a>, which was used to mask this solar data to focus only on buildings.</p>

<p>The <strong>Normalized Difference Vegetation Index</strong> (<strong>NDVI</strong>) is a simple numerical indicator that can be used to analyze remote sensing measurements, typically but not necessarily from a space platform, and assess whether the target being observed contains live green vegetation or not.</p>

<p>The trees were developed from the following three data sources:</p>

<li>The Color Infrared (CIR) imagery at 4-inch resolution which contains the Red and Near Infrared (NIR) Bands.  <a href="http://egis3.lacounty.gov/dataportal/?p=521" target="_blank">Click here for more information</a></li>

<p>Processing steps:</p>

<li>All areas where the surface height was greater than 8 feet, and the NDVI value was &gt; 0.1 were extracted and assigned the value 1.  This is the trees layer.</li>

<div><strong>Updated information (October 2011)</strong></div>
<div>To provide improved symbolization of trees across the County, and to remove a number of artifacts, a set of additional processes were run.</div>
<div>
<ol>
<li>The MajorityFilter command was run twice on the trees layer.  For the options, I used <strong>8 neighbors</strong> with the <strong>majority</strong> replacement threshold.</li>
<li>I created a copy of the result, then shifted it three feet to the east and south to establish a &#8220;shadow&#8221; effect, and assigned the shadow the value of<strong> 100.  </strong>This will allow symbolization or removal of the shadow.</li>
<li>I merged the two rasters back together to create a single raster dataset with both the tree and shadow data in the same raster.</li>

<p>On the morning of February 6th, 2010, the community of La Canada Flintridge saw a major debris flow on a number of streets on its northern edge.  This area had been on the southern edge of the Station fire in autumn 2009, and a heavy rainfall overnight caused a debris basin to overflow and neighboring houses to be impacted.</p>

<p>The County of Los Angeles through the Los Angeles Regional Aquisition Consortium (LAR-IAC), authorized the overflight of the southern boundary of the Station Fire in order to refresh existing imagery which would help the County and cities assess the impacts of the debris flow as well as analyze changes due to the station fire.</p>
<p>The capture was done by Aerial Express using a large-format camera and the County&#8217;s Elevation Model, which provides very good accuracy.  Note that the specifications were off the shelf, and some building lean and shifting may be apparent, as it does not meet the near-engineering grade accuracy of the LAR-IAC2 4-inch imagery captured in 2008.</p>

<p>for each building.</p>
<p>Aerial imagery from the <a href="http://planning.lacounty.gov/lariac" target="_blank">Los Angeles Regional Imagery Acquisition Consortium (LAR-IAC2)</a> was processed by CH2MHill (now Critigen) to create these models.</p>
<p>The file names are original, and do not correlate to underlying information such as parcel number or building name.  A correspondence table for these models has been created in Excel.  Please download the <a href="http://egis3.lacounty.gov/dataportal/wp-content/uploads/2010/03/3D-Building-Correspondence-List.xlsx">3D Building Correspondence List (Excel File)</a>.  This table contains the file name and the related LA County Building names.</p>
<p>The shapefile contains all of the building models in one file &#8211; it is seamless.  The KML and Multipatch remain in their original delivery format.</p>

<p>The Digital Surface Model was acquired using<strong> LIDAR </strong>(<strong>Li</strong>ght <strong>D</strong>etection <strong>A</strong>nd <strong>R</strong>anging), which used a laser mounted in the planes that were acquiring the 4-inch orthophotography data.  Hundreds of millions of ground measurements were made using this system, which is extremeley accurate.  This source was used for urban/suburban areas of the County in mainland (approximately 2,898 square miles) and Catalina Island covering approximately 75 square miles.</p>
<p>This dataset meets or exceeds ASPRS (American Society for Photogrammetry and Remote Sensing) 1:100 scale mapping.  Accuracy is within +/- 2 feet of true location with 95% confidence.</p>

<p><strong>About LAR-IAC</strong></p>
<p>The Los Angeles Region Imagery Acquisition Consortium (LAR-IAC) Program is a collaborative acquisition program for digital aerial imagery data which has included the participation of 10 County departments, 30 municipalities, and four other public agencies.</p>
<p>The consortium is a model for regional cooperation that improves the quality, access, and cost-effectiveness of high resolution digital aerial imagery. Knowledge transfer is increased through consortium program meetings, user groups, and various workshops that have been established in conjunction with the project. The imagery acquired will enable all participating jurisdictions to leverage this key geographic information asset for numerous decision support and business applications, thereby facilitating the effective and efficient delivery of services.</p>
<p><strong>Purchasing LAR-IAC data</strong></p>
<p>Government agencies acquire LAR-IAC elevation data only through the County consortium.  Private companies can acquire LAR-IAC data as part of a project they are working on with a LAR-IAC consortium member, or by contacting the original data vendor, <strong>Infotech. </strong>Contact information is here:</p>

<li><strong>Stereo Compilation &#8211; </strong>Overlapping pictures were analyzed to extract the elevation data.  This is a more historical technique that produced a less accurate, but still valuable product.  This data covers the Angeles National Forest, approximately 1,056 square miles, and is a separate dataset.</li>
</ol>

<p><strong>Color Infrared, </strong>leaf-off, 0.33-foot (4-inch) high-resolution, high-accuracy orthorectified aerial imagery, acquired by the Los Angeles Regional Imagery Consortium (LAR-IAC) in winter 2005/2006.</p>
<p>Infrared is an additional wavelength of information that can be captured by many aerial photography sensors in addition to the general Red/Green/Blue (RGB) channels typical to most imagery.  The Infrared band can be analyzed to easily separate vegetation from non-vegetated areas through image analysis, lending itself to find pervious vs. impervious surfaces, among other things.  The CIR from LAR-IAC has been used to extract the following information from the high-resolution imagery data:</p>

<li>Buildings</li>
<li>Trees</li>
<li>NDVI (Normalized Difference Vegtation Index)</li>
</ul>
<p>This imagery covers the majority of urban/suburban areas of the County in mainland (approximately 2,898 square miles) and Catalina Island covering approximately 75 square miles.  The rest of the County, covering the National Forest, is covered by a one foot (1-foot) resolution digital orthoimagery, approximately 1,056 square miles, and is a separate dataset.  Information about that data is available in another part of the portal.</p>
<p>This dataset meets or exceeds ASPRS (American Society for Photogrammetry and Remote Sensing) 1:100 scale mapping.  Accuracy is within +/- 2 feet of true location with 95% confidence.</p>

<p>Buildings for the urban/suburban areas of the County of Los Angeles developed from information captured in 2006 by the <a href="http://planning.lacounty.gov/lariac" target="_blank">LAR-IAC program</a>.</p>
<p>This dataset was developed by the County of Los Angeles Chief Information Office in support of the LA County Solar Map Application (<a href="http://solarmap.lacounty.gov" target="_blank">http://solarmap.lacounty.gov</a>).  A solar model based upon the high-resolution digital aerial elevation data included the tops of trees, the ground, and other features that would skew any solar results.  For example &#8211; the top of a tree appeared to the solar model to be a prime candidate for solar photovoltaic installation due to the amount of sunlight it received, but this was obviously incorrect, and some way needed to be found to focus exclusively on building tops for the purpose of the site.</p>
<p>The buildings were developed from the following three data sources:</p>
<ol>
<li>The Digital Elevation Model (DEM) which modeled the ground surface at 5-foot intervals.  <a href="http://egis3.lacounty.gov/dataportal/?p=526" target="_blank">Click here for more information</a></li>
<li>The Digital Surface Model (DSM) which modeled the surface at 5-foot intervals, which included all features like trees and buildings. <a href="http://egis3.lacounty.gov/dataportal/?p=533" target="_blank">Click here for more information</a></li>
<li>The Color Infrared (CIR) imagery at 4-inch resolution which contains the Red and Near Infrared (NIR) Bands.  <a href="http://egis3.lacounty.gov/dataportal/?p=521" target="_blank">Click here for more information</a></li>

<p>Processing steps:</p>
<ol>
<li>A Surface Height Model was created by subtracting the DEM from the DSM: Click here for more information</li>
<li>A Normalized Difference Vegetation Index (NDVI) model was created.  Click here for more information.  NDVI values range between -1 and 1.  Values &gt; 0.1 are generally green vegetation, while values &lt; 0.1 show things like buildings, streets, water and bare dirt.</li>
<li>All areas where the surface height was greater than 8 feet, and the NDVI value was &lt; 0.1 were extracted and assigned the value 1.  This is the building layer.</li>

<p><strong>Important notes</strong></p>
<p>This building layer has been validated to provide a true representation of buildings.  However, the data includes many small processing artifacts, and should not be used for authoritative measuring, roof areas, etc.</p>

<p>Natural color, leaf-off, 0.33-foot (4-inch) high-resolution, high-accuracy orthorectified aerial imagery, acquired by the Los Angeles Regional Imagery Consortium (LAR-IAC) in early 2006.  This imagery covers the majority of urban/suburban areas of the County in mainland (approximately 2,898 square miles) and Santa Catalina Island covering approximately 75 square miles.  The rest of the County, covering the National Forest, is covered by a one foot (1-foot) resolution digital orthoimagery, approximately 1,056 square miles, and is a separate dataset.  Information about that data is available in another part of the Data Portal.</p>
<p>This dataset meets or exceeds ASPRS (American Society for Photogrammetry and Remote Sensing) 1:100 scale mapping.  Accuracy is within +/- 2 feet of true location with 95% confidence.</p>
