<p><strong>Summary</strong></p>
<p><strong></strong>The goal of this mapping effort is to create more accurate fire hazard zone designations such that mitigation strategies are implemented in areas where hazards warrant these investments. The fire hazard zones will provide specific designation for application of defensible space and building standards consistent with known mechanisms of fire risk to people, property, and natural resources. This specific dataset provides proposed zones in SRA, for the purpose of review and comment prior to release of adopted zones.</p>
<p><strong>Description</strong></p>
<p><strong></strong>PRC 4201 &#8211; 4204 and Govt. Code 51175-89 direct the California Department of Forestry and Fire Protection (CAL FIRE) to map areas of significant fire hazards based on fuels, terrain, weather, and other relevant factors. These zones, referred to as Fire Hazard Severity Zones (FHSZ), define the application of various mitigation strategies to reduce risk associated with wildland fires. CAL FIRE is remapping Fire Hazard Severity Zones (FHSZ) for State Responsibility Areas (SRA) and Very High Fire Hazard Severity Zones (VHFHSZ) recommendations in Local Responsibility Areas (LRA) to provide updated map zones, based on new data, science, and technology. This specific dataset provides FHSZs within SRA lands only, and represents the proposed zones, subject to changes based on local hearings. A subsequent dataset release will provide the actual adopted zones.</p>

<p>This layer was developed by the Fire Department to use in our annual reporting to the state. We must report total incidents by Urban,Suburban, and Rural. Using the State of California formula for urban,suburban was found to be not applicable to Los Angeles County. The state was using census tract to compute the USR and only using population. This worked for them as they had to look at the whole state by county. We used the following variables:</p>
<p>1. Total Population</p>
<p>2. Employment</p>
<p>3 Street miles</p>
<p>4. Housing</p>
<p>We then re-distributed the totals down to a one-mile grid. Then a scoring system for each variable was developed. One  being a low, and ten 10 being the highest. We then totaled up the scores for each category. What we found was that we needed to &#8216;smooth&#8217;  the results to ensure a smooth transition from urban,suburban, and rural. We found that using ESRI&#8217;s Neighborhood model was a perfect tool to finalize our results. We documented our methodology and asked the Urban Research Division of Los Angeles County to independently analyze our results. With some minor tweaking the USR layer was approved and is now used for all our reporting.</p>
