LA County Address Points

Address Points

Current data date: June 2012 – we will be releasing new versions of this data periodically.

This dataset contains address points from the Countywide Address Management System, a collaborative program between the County’s Registrar/Recorder, Chief Information Officer, Public Works Department, Department of Regional Planning, and many local cities to manage addresses and street centerlines for the purposes of geocoding and cartography.

What this data is (and isn’t)

This dataset contains the best available information, with close to 3 million primary and secondary addresses in the County of Los Angeles. It does NOT include information about every unit, suite, building, and sub-address. With probably over 7 million addresses, we have a ways to go.

Description

This dataset includes over 2.9 million individual points for addresses in the County. Data has been compiled from best available sources, including city databases, LA County Assessor parcels, and the County’s House Numbering maps. Please see the Source field for information.

Street Name information has been split into multiple fields to support the County’s specifically designed geocoders – please see the entry on LA County Specific Locators and Matching rules for more information.

Multi-address Parcels

Some of our data sources (LA City, LA County, for example) have mapped each individual address in their city. These may also show unit information for an address point. A property with multiple addresses will show a point for each address. For some cities where this has not happened, the data source is the Assessor, where the primary address of the property may be the only address shown. We invite cities and sources with more detailed information to join the CAMS consortium to continue to improve the data.

Legal vs. Postal Cities

Many users confuse the name the Post Office delivers main to (e.g. Van Nuys, Hollywood) as a legal city (in this case Los Angeles), when they are a postal city. The County contains 88 legal cities, and over 400 postal names that are tied to the zipcodes. To support useability and geocoding, we have attached the first 3 postal cities to each address, based upon its zipcocode.

2011 LA County Street Centerline & Address File

Important note: This file is not final – it is an intermediate step and should be used with the understanding that further work is being performed.

Description

The LA County Street Center TIGER road file is a street centerline network in development by Los Angeles County to move toward a public domain street centerline and addess file. This dataset can be used for two purposes:

Geocoding addresses in LA County – this file currently geocodes > 99.5% of the addresses in our test files (5,000 out of 8 million addresses) using the County’s geocoding engines.

This last statement is important - the County splits the street names and addresses differently than most geocoders. This means that you cannot just use this dataset with the standard ESRI geocoding (US Streets) geocoding engine. You can standardize the data to resolve this, and we will be publishing the related geocoding rules and engines along with instructions on how to use them, in the near future. Please review the data fields to understand this information.

Mapping street centerlines in LA County – note that the street types in this file are not fully updated yet. Use with caution.

This file should NOT be used for:

Routing and network analysis
Jurisdiction and pavement management

History

LA County has historically licensed the Thomas Brothers Street Centerline file, and over the past 10 years has made close to 50,000 changes to that file. In order to provide better opportunities for collaboration and sharing among government entities in LA County, we have embarked upon an ambitious project to leverage the 2010 TIGER roads file as provided by the Census Bureau and upgrade it to the same spatial and attribute accuracy as the current files we use. This effort is part of the Countywide Address Management System (click the link for details).

Processes

The County downloaded and evaluated the 2010 TIGER file (more information on that file, including download, is at this link). The evaluation showed that the TIGER road file was the best candidate to serve as a starting point for our transition.

Since that time, the County is moving down a path toward a complete transition to an updated version of that file. Here are the steps that have been completed and are anticipated.

Upgrade the geocoding accuracy to meet the current LA County street file licensed from Thomas Brothers. This has been completed by the Registrar/Recorder (RRCC) – matching rate have improved dramatically. COMPLETE
Develop a countywide street type code to reflect various street types we use. We have used various sources, including the Census CFCC and MTFCC codes to develop this coding. The final draft is here – Final Draft of Street Type Codes for CAMS (excel file)
Update the street type information to support high-quality cartography. IN PROGRESS - we have completed an automated assignment for this, but RRCC will be manually checking all street segments in the County to confirm.
Load this dataset into our currrent management system and begin continuing maintenance.

Seawater Barriers

Abstract:

The Los Angeles County Department of Public Works operates and maintains three seawater barriers along Los Angeles County’s coastline. Often unnoticed because of their underground nature, these facilities serve as Los Angeles basin’s fresh water sentinels. They protect a significant portion of the area’s drinking water supply from ocean water, which constantly attempts to migrate into existing aquifers. Treated imported and reclaimed water is injected deep into the underground aquifers to block this inland migration of saltwater.

Debris Potential Areas

Abstract:

Los Angeles Basin, Santa Clara River Basin, and Antelope Valley are divided into zones that yield similar volumes of sediment under similar conditions. These are called Debris Potential Area (DPA) zones. Sediment production from a watershed is a rate at which sediment passes a particular point, usually expressed as cubic yards per square mile per storm. The sediment production is dependent upon many factors such as: rainfall intensity, geology, soil type, vegetative coverage, runoff, and watershed slope.

Purpose:

For determining watershed sediment production.

Ground Water Basins

Abstract:

This represents the groundwater basins and sub-basins as defined by the California Department of Water Resources. Groundwater basins are designated on the basis of geological and hydrological conditions, these usually being the occurrence of alluvial or unconsolidated deposits. When practical, large basins are also subdivided by political boundaries, as in the Central Valley. Basins are named and numbered per the convention of the Department of Water Resources.

Soil Types

Abstract:

A polygon layer showing soil types in Los Angeles County. This layer shows the delineation and the county soil number (2-180). These soils have runoff coefficient curves associated with them found in the hydrology manual (http://ladpw.org/wrd/publication/) that allow an individual to determine how much runoff results from rainfall. This includes soils in the Antelope Valley. The layer was created by scanning the Department of Public Work’s Water Resources Division Soil maps.

Sanitary Sewers Maintained by the Los Angeles County Sewer Maintenance Districts (SMD).

Purpose:

Identifies sanitary sewers (gravity sewers, siphons and force mains) maintained by the Department of Public Works.

Supplemental Information:

The Los Angeles County Department of Public Works operates two special districts for the purpose of maintaining sanitary sewers: The Marina del Rey Sewer Maintenance District serves Marina del Rey. The Consolidated Sewer Maintenance District currently covers much of the sewered unincorporated county areas, 40 incorporated member cities, and serves two contract cities. Abstract:

The Los Angeles County Sanitation Districts spearheaded the SDI to tie all of the sources of information together for the benefit of local cities, county, regional authorities, and environmental interest groups.

Purpose:

The Storm Drain Initiative (SDI) is a cooperative effort to develop and maintain a complete geographical information systems (GIS) layer of the storm water management infrastructure within Los Angeles County. The storm drain systems within the county are owned, operated, and maintained by multiple jurisdictions. Because of this, information on the location, status, and connectivity of storm drain structures is segmented.

Boundaries of sub watersheds or watershed sub areas. Original areas were drawn on U.S.G.S. 7 ½ minute, 1:24,000 scale topo quad sheets by Hydraulic Water Conservation Division. Digitized into ComputerVision CADDS4 by Environmental Programs Division (EPD). Converted to Atlas GIS Atlas Graphic Format (.agf) by EPD. Cleaned up, topology built, downstream connectivity developed in Atlas GIS. Converted to ArcView Shape (.shp) by EPD.

Spreading Grounds

Abstract:

This data set contains Los Angeles County spreading ground data as provided by the LA County Public Works Department (Water Resources). The use of water conservation facilities adjacent to river channels and in soft-bottom channels permits water to percolate into groundwater basins for later pumping. These water spreading facilities are located in areas where the underlying soils are composed of permeable formations and in hydraulic connection with the underlying aquifer. The various types of water conserved, local, imported, and reclaimed are construed to have the following meanings – Local water is primarily runoff due to rainfall on the mountain and valley watersheds, dam releases, and rising water within the County. Imported water is water originating outside the County either from Northern California or from the Colorado River. Reclaimed water is the effluent produced by the Whittier Narrows Water Reclamation Plant, the San Jose Creek Water Reclamation Plant, and the Pomona Water Reclamation Plant, all operated by the Los Angeles County Sanitation District. The importance of this activity is apparent when it is realized that about 30 to 40 percent of the water used in the County is pumped from groundwater supplies. The growth of the County, combined with periodic droughts, has seriously depleted these supplies on numerous occasions. The Department of Public Work’s policy is to conserve the maximum possible amount of storm water consistent with runoff quantity and quality, capacities of the spreading facilities, and groundwater conditions.

Debris Basin – Right of Way

Abstract:

The debris basin right of way depicts the limits of ownership or access rights in fee or ease within the facility. The debris basin itself consists of an earth dam or other barrier constructed across a drainageway or other suitable location for collecting sediment. The dam is provided with properly designed spillways to dispose of excess runoff water at safe velocities that will not damage the dam or other improvements. The sediment basin is a small pool of water through which the runoff from the adjacent land must flow. As the silt-laden runoff flows through the pool, it slows down and loses its capacity to carry the larger silt particles, which drop out into the pool.

Abstract:

Aerial Imagery (2001)

This aerial imagery was captured in 2001 in a cooperative project between the Los Angeles County Department of Public Works and Regional Planning.

It represents the initial imagery capture by the County of Los Angeles, which later become the Los Angeles Regional Imagery Acquisition Consortium (LAR-IAC).

Three imagery resolutions were captured:

1 foot imagery in Urban Areas
1 Meter imagery for the urban/forest interface
2 meter imagery for the national forest.

The Los Angeles County Department of Public Works provides a Spatial Information Library for CAD and GIS data. The data is not loaded from this Data Portal, but can be viewed by visiting the link below.

DGN Downloads
Search using an address, street intersections or thomas guide pages. Navigate to a desired location with the zoom tool to download our house numbering and index maps in microstation design file format (DGN). Locate multiple DGN files for a specific region.

Some layers included (this is not an exhaustive list): catch basin retrofits, governmental units, hydrography, soil types, sewer, storm drains and street lights.
