The subdivision activity layer represents those areas (within unincorporated areas) with cases that are either pending, approved or recorded (within the past few years) within the Los Angeles County subdivision process.  Updated 4/30/13 for an annexation in Santa Clarita (recorded 4/16/13).

This data depicts generalized land use classifications, each of which is intended to describe the dominant use characteristics within the area covered. Updated information regarding public parks, school sites, freeways, rail/transit lines, and other ownership-specific boundaries have been incorporated into this data. The actual use and intensity of development that may be allowed on private property within any given land classification is determined by a review of policy maps, other mapped and written policies of the General Plan, and the underlying zoning classification.  Updated 4/30/13 for annexation to the city of Santa Clarita (recorded 4/16/13).

Rural Outdoor Lighting District (Dark Skies)

This project is an amendment to Title 22 of the County Code, Planning and Zoning, to establish a Rural Outdoor Lighting District for areas of unincorporated Los Angeles County. The proposed Ordinance will establish the District with regulations that will conserve energy and resources and promote dark skies for the enjoyment and health of humans and wildlife, while permitting reasonable uses of outdoor lighting for nighttime safety and security. The regulations include limitations on allowable light trespass, fully shielding outdoor lighting, and imposes maximum heights of fixtures. The draft ordinance includes requirements for street lighting in rural areas, outdoor recreation facilities and signs. The draft map depicts areas located within the proposed District.

The community standards districts are established as supplemental districts to provide a means of implementing special development standards contained in adopted neighborhood, community, area, specific and local coastal plans within the UNINCORPORATED areas of Los Angeles County, or to provide a means of addressing special problems which are unique to certain geographic areas within the unincorporated areas of Los Angeles County. For detailed development standards for each CSD, please refer to County Code 22.44 Part 2.  Last Updated 9/22/11 – Stonyvale CSD.  Modified on 10/22/12 for an annexation in Palmdale.

This also includes the CSD Subareas layer (specific development standards areas within CSD boundaries).

Land Use Policy (1980 General Plan)

Referred to as the “General Plan” and encompasses the unincorporated areas (sometimes referred to as ‘islands’) not covered by a community, neighborhood or area plan.  Adopted by the Board of Supervisors on November 25, 1980.  Last Amended 4/30/12 for a Plan Amendment in Del Aire.

Service Planning Areas (SPAs) are used by a number of County departments (Public Health, Health Services and Mental Health) to plan and manage service delivery across the County.  SPAs are aggregated from Census Tracts in order to connect them to demographic information.

The SPAs in this dataset are based upon 2010 Census Tracts and were created in 2012.

This data was last updated [...]]]> Boundaries of high school attendance area covered by each public school in Los Angeles County.  Attendance Areas are used to determine which school a student will go to.

This data was last updated in 2002, so use this data with caution.  It was created by Don Campbell at the County’s Emergency Operations Center (CEO OEM) who used the following methods to develop the dat:.

1. A polygon coverage of school district boundaries from Joyce Bixler’s files (origin unknown) – the arcs in this coverage were used as the start of this dataset. When this “District” coverage disagreed with fresher info from the school districts, the district boundaries were altered to follow the more recent information.
2. Maps (usually paper) from each school district – various sizes, various scales, various levels of precision. Some districts provided only lists of streets and address ranges coded to each school. Occasionally a trip was required to a school district office to copy map information from a wall map and to consult with district personnel. (Original information is on file at the L A County Emergency Operations Center.)
3. L A County Office of Education, Public Schools Directory 2000 – 2001
4. Phone calls to about half the districts listed, to verify and update. Completed March 2002.
5. Eagle Aerial Imaging. Aerial photography of southern L A County and Santa Clarita/Castaic ortho rectified. Useful for “back fence” boundaries.
6. L A County Assessor’s Parcel coverages.
7. Rectified USGS topographic sheets, 1:24,000 scale.

Disclaimer for LAUSD information:

Los Angeles Unified School District (LAUSD) uses Health and Human Services Planning Area boundaries to approximate the High School, Middle School, and Elementary School Attendance Areas and are used for planning and data analysis only. These Boundaries are constructed to create a map or maps of LAUSD with contiguous and non-overlapping areas for geographic planning and mapping purposes. While the maps will allow you to examine geographic units within the district that are useful for planning purposes, they are not designed to enable others to determine the schools of attendance available to residents based on a particular address.

This dataset contains Reporting Districts (RDs) for all Law Enforcement Jurisdictions in the County of Los Angeles, including Police and Sheriff.  Reporting Districts form the basis of crime reporting, organizing crimes into specific areas.  This file was originally created by Don Campbell at the LA County Emergency Operations Center over a number of years for the Sheriff Emergency Operations Bureau (EOB) in consultation with various agencies.

Dates:

• Sheriff reporting districts are as of February 2013
• LAPD reporting districts are as of January 2010

The accuracy of the reporting districts have been updated to match LA County parcel boundaries, but exact accuracy may vary from one data type to another.  I expect that City RDs from cities may not be as accurate as RDs from Sheriff and LAPD.
