<p>This project is an amendment to Title 22 of the County Code, Planning and Zoning, to establish a Rural Outdoor Lighting District for areas of unincorporated Los Angeles County. The proposed Ordinance will establish the District with regulations that will conserve energy and resources and promote dark skies for the enjoyment and health of humans and wildlife, while permitting reasonable uses of outdoor lighting for nighttime safety and security. The regulations include limitations on allowable light trespass, fully shielding outdoor lighting, and imposes maximum heights of fixtures. The draft ordinance includes requirements for street lighting in rural areas, outdoor recreation facilities and signs. The draft map depicts areas located within the proposed District.</p>

<p>Los Angeles County Hospital List is created annually by the Office of Planning and Data Analytics based on the OSHPD Hospital Annual Financial Disclosure Report and OSHPD Hospital Annual Utilization Report.</p>

<p style="text-align: left">The Department of Health Services (DHS) provides acute and rehabilitative patient care, trains physicians and other health care clinicians, and conducts patient care-related research. DHS operates 4 hospitals, including some of the nation&#8217;s premiere academic medical centers through their affiliations with the University of Southern California School of Medicine, UCLA School of Medicine and the Charles R. Drew University of Medicine and Science. While our hospitals provide Emergency Room,  Inpatient, Urgent Care, and Outpatient services,  our 2 Multi-Service Ambulatory Care Centers (MACC) provide Urgent Care, Specialty , and Outpatient services. The 6 comprehensive health centers and 11 health centers throughout the Los Angeles County, many in partnership with private, community-based clinics provide Urgent Care and Outpatient services.</p>
<p style="text-align: left">Our organization is responsible for providing health services to all Los Angeles County residents and this list provides the locations of all the DHS facilities.</p>

The mission of the Community Partners Program is to provide medical and dental services to the medically indigent in a way that is complementary to the DHS safety net system of care as that safety net currently exists and as it evolves in the future. The guiding principles are fairness in the system, quality of care, and efficiency. Through this innovative relationship between DHS and its partners, health care coverage is provided at almost 190 privately-operated primary care sites.</p>
<p>This list provides the locations of the Community Partners facilities that provide health services for Los Angeles County population as of 2012.</p>
<p><strong>How the data was created</strong></p>
<p>The DHS Community Partner List is updated every year by the Office of Planning and Data Analytics based on a list created by DHS Ambulatory Care Network.  The file contains the addresses and types of services provided by Community Partners.</p>

				<content:encoded><![CDATA[<p>2 foot contours acquired as part of the <a href="http://planning.lacounty.gov/lariac" target="_blank">Los Angeles Regional Imagery Acquisition Consortium </a>in 2006.</p>
<p>The Digital Surface Model was acquired using<strong> LIDAR </strong>(<strong>Li</strong>ght <strong>D</strong>etection <strong>A</strong>nd <strong>R</strong>anging), which used a laser mounted in planes that were acquiring 4-inch orthophotography data.  Hundreds of millions of ground measurements were made using this system, which makes it  extremely accurate.  This source was used for urban/suburban areas of the County in mainland (approximately 2,898 square miles) and Catalina Island covering approximately 75 square miles, while for the National Forest contours were created using stereo compilation.</p>
<p>This dataset meets or exceeds ASPRS (American Society for Photogrammetry and Remote Sensing) 1:100 scale mapping.  Accuracy is within +/- 2 feet of true location with 95% confidence.</p>

<p>We highly recommend that you visit the <a href="http://planning.lacounty.gov/lariac" target="_blank">LAR-IAC Project Website</a> to find a rich source of information about the data and the LAR-IAC program.  The site includes project documents, full FGDC compliant metadata, data downloads of related GIS used to complete the project, sub-licensing information, sample imagery and data, and information about the 2006 acquisition.</p>
<p>GIS Data showing flight-date information is available from the LAR-IAC Project website site, and elsewhere in the LA County GIS Data Portal.</p>
<p>The imagery is held under license from InfoTech International, and cannot be publicly released.  Government entities are eligible to join the LAR-IAC program to access the data.  Private entities may contact InfoTech directly to purchase selected parts of the data.</p>

<p><strong>About LAR-IAC</strong></p>
<p>The Los Angeles Region Imagery Acquisition Consortium (LAR-IAC) Program is a collaborative acquisition program for digital aerial imagery data which has included the participation of 10 County departments, 30 municipalities, and four other public agencies.</p>
<p>The consortium is a model for regional cooperation that improves the quality, access, and cost-effectiveness of high resolution digital aerial imagery. Knowledge transfer is increased through consortium program meetings, user groups, and various workshops that have been established in conjunction with the project. The imagery acquired will enable all participating jurisdictions to leverage this key geographic information asset for numerous decision support and business applications, thereby facilitating the effective and efficient delivery of services.</p>
<p><strong>Purchasing LAR-IAC data</strong></p>
<p>Government agencies acquire LAR-IAC elevation data only through the County consortium.  Private companies can acquire LAR-IAC data as part of a project they are working on with a LAR-IAC consortium member, or by contacting the original data vendor, <strong>Infotech. </strong>Contact information is here:</p>

<li>I really like the application carousel &#8211;  it&#8217;s a pretty cool interface &#8211; but it doesn&#8217;t work in Google Chrome.</li>
<li>My favorite map could be the Parcel Viewer &#8211; but it isn&#8217;t working &#8211; not good.</li>
<li>The Viewer leaves a lot to be desired &#8211; throwing data on a map without any tools that provide context doesn&#8217;t help too much.  I think that <a href="http://www.phila.gov/Map" target="_blank">Philadelphia&#8217;s map viewe</a>r is a bit closer to what we need &#8211; where you can switch between maps.  But on that map, too there aren&#8217;t tools that let you interact with the information in a way that is specific to each map.</li>
<li>If this portal is for California, why is there Oregon data there?</li>
<li>Under the gallery, the organization by theme is really cool,  but some of the links are just PDFs &#8211; don&#8217;t know if that is really what we need.  BUT as this part fills out I look forward to it &#8211; I just hope that the search capabilities are robust enough to clear out clutter.</li>

<p>This dataset represents natural color, leaf-off, 1 foot high-accuracy orthorectified aerial imagery, acquired by the Los Angeles Regional Imagery Consortium (LAR-IAC) in winter 2010/2011, and made public with the partnership of the US Geological Survey (USGS).  The DEM represents bare earth, whereas a related product (DSM) contains elevations and includes buildings, vegetation, and roads, as well as natural terrain features, whereas .</p>
<p>This data was down-sampled from the <a href="http://egis3.lacounty.gov/dataportal/2012/04/16/2011-4-inch-color-orthophotography/" target="_blank">4-inch orthophotography</a> created as part of LAR-IAC.  Detailed product information is contained in the <a href="http://planning.lacounty.gov/lariac/resource/doc/ProductGuideFinal.pdf" target="_blank">LAR-IAC Product Guide.</a></p>
<p>To get this data, you can do one of the following:</p>
<p>Use either the National Map Viewer (<a href="http://nationalmap.gov/viewer" target="_blank">nationalmap.gov/viewer</a>) or the EarthExplorer (<a href="http://earthexplorer.usgs.gov/" target="_blank">EarthExplorer.usgs.gov</a>) sites to access this data.</p>

<p>The Los Angeles Region Imagery Acquisition Consortium (LAR-IAC) Program is a collaborative acquisition program for digital aerial imagery data which has included the participation of 10 County departments, 30 municipalities, and four other public agencies.</p>
<p>The consortium is a model for regional cooperation that improves the quality, access, and cost-effectiveness of high resolution digital aerial imagery. Knowledge transfer is increased through consortium program meetings, user groups, and various workshops that have been established in conjunction with the project. The imagery acquired will enable all participating jurisdictions to leverage this key geographic information asset for numerous decision support and business applications, thereby facilitating the effective and efficient delivery of services.</p>

<p>The Public Land Survey System (PLSS) typically divides land into 6-mile-square townships, which is the level of information included in the National Atlas. Townships are subdivided into 36 one-mile- square sections. A section is an area normally one mile square, containing 640 acres(2.6 km²). Sections can be further subdivided into quarter sections, quarter-quarter sections, or irregular government lots. Normally, a permanent monument, or marker, is placed at each section corner. <em>Source: U.S. Department of the Interior / Bureau of Land Management / Public Land Survey System; last update: 2007.</em></p>

<p>The community standards districts are established as supplemental districts to provide a means of implementing special development standards contained in adopted neighborhood, community, area, specific and local coastal plans within the <span style="color: #ff0000;"><strong>UNINCORPORATED</strong></span> areas of Los Angeles County, or to provide a means of addressing special problems which are unique to certain geographic areas within the unincorporated areas of Los Angeles County. For detailed development standards for each CSD, please refer to <a title="County Code" href="http://ordlink.com/codes/lacounty/index.htm" target="_blank">County Code</a> 22.44 Part 2.  <strong>Last Updated 9/22/11 &#8211; Stonyvale CSD.  Modified on 10/22/12 for an annexation in Palmdale.</strong></p>
<p>This also includes the CSD Subareas layer (specific development standards areas within CSD boundaries).</p>

<p>This dataset contains address points from the <a href="http://egis3.lacounty.gov/eGIS/county-gis-projects/address-management-cams/" target="_blank">Countywide Address Management System</a>, a collaborative program between the County&#8217;s Registrar/Recorder, Chief Information Officer, Public Works Department, Department of Regional Planning, and many local cities to manage addresses and street centerlines for the purposes of geocoding and cartography.</p>
<p><span style="text-decoration: underline;"><strong>What this data is (and isn&#8217;t)</strong></span></p>
<p>This dataset contains the best available information, with close to 3 million primary and secondary addresses in the County of Los Angeles.   It does NOT include information about every unit, suite, building, and sub-address.  With probably over 7 million addresses, we have a ways to go.</p>
<p><span style="text-decoration: underline;"><strong>Description</strong></span></p>
<p>This dataset includes over <strong>2.9 million individual points</strong> for addresses in the County.  Data has been compiled from best available sources, including city databases, LA County Assessor parcels, and the County&#8217;s House Numbering maps.  Please see the Source field for information.</p>
<p>Street Name information has been split into multiple fields to support the County&#8217;s specifically designed geocoders &#8211; please see the entry on <a href="http://egis3.lacounty.gov/dataportal/index.php/2011/12/09/la-county-specific-locators-and-matching-rules/" target="_blank">LA County Specific Locators and Matching </a>rules for more information.</p>
<p><span style="text-decoration: underline;"><strong>Multi-address Parcels</strong></span></p>
<p>Some of our data sources (LA City, LA County, for example) have mapped each individual address in their city.  These may also show unit information for an address point.  A property with multiple addresses will show a point for each address.  For some cities where this has not happened, the data source is the Assessor, where the primary address of the property may be the only address shown.  We invite cities and sources with more detailed information to join the CAMS consortium to continue to improve the data.</p>
<p><span style="text-decoration: underline;"><strong>Legal vs. Postal Cities</strong></span></p>
<p>Many users confuse the name the Post Office delivers main to (e.g. Van Nuys, Hollywood) as a legal city (in this case Los Angeles), when they are a postal city.  The County contains 88 legal cities, and over 400 postal names that are tied to the zipcodes.  To support useability and geocoding, we have attached the first 3 postal cities to each address, based upon its zipcocode.</p>

<p>US Topo is the next generation of digital topographic maps from USGS.  Arranged in the traditional 7.5-minute quadrangle format, digital US Topo maps are designed to look and feel like the traditional paper topographic maps for which the USGS is so well known. At the same time, US Topo maps provide modern technical advantages that support wider and faster public distribution and enable basic, on-screen geographic analysis for all users.  US Topo maps are available free on the Web. Each map quadrangle is available as a GeoPDF® file created from key layers of geographic data – orthoimagery (2010 NAIP), roads, geographic names, contours, and hydrographic features &#8211; found in <em>The National Map</em>, which is a nationwide collection of integrated data from local, state, federal, and other sources.  <em>The National Map</em> data layers make up the US Topo products and much of these data are available for download through <em>The National Map</em> Viewer (<a href="nationalmap.gov/viewer">nationalmap.gov/viewer</a>).  Stay tuned for additional emails soon from us about these digital resources (data download and consumable map services).</p>
<p>Note that California also played a significant role in developing end user requirements for the US topo.  There were a number of interviews and workshops that took place across the state in 2008 and 2009.  These gathered information from many of you as private sector, educational, and local, state, and federal government customers on the direction for future USGS mapping products and services &#8211; including US Topo.</p>
<p>The US Topo News Release refers to the USGS Store at the place to go for the new maps.  Visit the USGS Store site at <a href="http://store.usgs.gov/">store.usgs.gov</a>.  Then click on the &#8220;Map Locator &amp; Downloader&#8221; in the center of the page.  From there you can locate your favorite maps in CA by searching by map or place name or by pan/zoom on the viewer.  Maps are available as GeoPDF® files for free download.  Besides the map downloads at the Store, we have lots of information on US Topo and related products.</p>

<p>While downloading US Topo maps and looking around the USGS Store. you will also notice that the digital historical topographic maps for California are available.  We had announced the historical topo maps release before but this is a good time for a reminder.  The historical map collection includes over 13,700 historic maps across the state with some maps dating back over 100 years.  All published map scales are available, including: 7.5-minute (1:24,000), 15-minute (~1:63,000), 30-minute (1:100,000), and 1&#215;2 degree (1:250,000).  For dataset needs that cover the entire state, please contact Carol or Drew.</p>

<p>This layer was developed by the Fire Department to use in our annual reporting to the state. We must report total incidents by Urban,Suburban, and Rural. Using the State of California formula for urban,suburban was found to be not applicable to Los Angeles County. The state was using census tract to compute the USR and only using population. This worked for them as they had to look at the whole state by county. We used the following variables:</p>
<p>1. Total Population</p>
<p>2. Employment</p>
<p>3 Street miles</p>
<p>4. Housing</p>
<p>We then re-distributed the totals down to a one-mile grid. Then a scoring system for each variable was developed. One  being a low, and ten 10 being the highest. We then totaled up the scores for each category. What we found was that we needed to &#8216;smooth&#8217;  the results to ensure a smooth transition from urban,suburban, and rural. We found that using ESRI&#8217;s Neighborhood model was a perfect tool to finalize our results. We documented our methodology and asked the Urban Research Division of Los Angeles County to independently analyze our results. With some minor tweaking the USR layer was approved and is now used for all our reporting.</p>

<p><strong>Background</strong></p>
<p>The LA County Department of Mental Health provides mental health services through directly operated and contracted providers.  Active directly operated and contracted mental health providers are located throughout all eight Service Planning Areas (SPAs) of Los Angeles County and employ staff able to speak a variety of languages. The mental health providers and related data include Psychiatric Inpatient and Outpatient facilities, Community Outreach, Forensic, Residential, and Specialized Foster Care facilities.</p>
<p>The Department of Mental Health Quality Improvement Division is dedicated to providing analytical and data support to the Mental Health Department, and supports a number of applications and data access resources for providers and the public.  For other data resources from the division, see the bottom of this entry.</p>
<p><strong>How the data was created</strong></p>
<p>A list of current providers was extracted from the Department of Mental Health Management Information System (MHMIS) by the Department of Mental Health Quality Improvement Division.  They were located using LA County&#8217;s geocoding resources.  Individual addresses that did not geocode were hand located using other resources such as Google and Bing Maps.</p>
<p>Information associated with these provider includes, Name, Address, Phone Number, Hours of Operation, Types of Specialty Mental Health Services (SMHS), Age Groups Served, Languages, Provider Number, Non-Governmental Agency (NGA) designation, SPA Maps, and Map Locator Number.</p>
<p>SPA Population Demographic Profiles are also included as an easy guide to basic information, such as number of clients served, Threshold Languages spoken (American Sign language included) in the SPA, number of providers, type, and geographic distribution of mental health services within each SPA.</p>

<p>Each polygon contains a 8 digit number that corresponds to the date the image was acquired.  Over 350,000 individual image chips were merged to create a seamless orthophoto across the County of Los Angeles.  This dataset will enable participants and other entities to know  the date the image was acquired.</p>
<p><span style="text-decoration: underline;"><strong>Processing History</strong></span></p>
<p>This dataset was extracted from a larger polygon file (with 105,000 polygons) which contained the boundaries of the individual image chips that were merged into the final LAR-IAC product.  In order to reduce the size of the file, the boundaries were smoothed using the ArcMap <strong>generalize</strong> command to reduce the number of vertices, which reduces the file size while not dramatically impacting accuracy.</p>

				<content:encoded><![CDATA[<p>This dataset represents natural color, leaf-off, 0.33-foot (4-inch) high-resolution, high-accuracy orthorectified aerial imagery, acquired by the Los Angeles Regional Imagery Consortium (LAR-IAC) in winter 2010/2011.  This imagery covers the majority of urban/suburban areas of the County in mainland (approximately 2,898 square miles) and Catalina Island covering approximately 75 square miles.  The rest of the County, covering the National Forest, is covered by a one foot (1-foot) resolution digital orthoimagery, approximately 1,056 square miles, and is a separate dataset.  Information about that data is available in another part of the portal.</p>
<p>This dataset meets or exceeds ASPRS (American Society for Photogrammetry and Remote Sensing) 1:100 scale mapping.  <em><strong>Horizontal accuracy is 0.7 feet (8.4 inches) </strong></em>with 95% confidence.</p>

<p>We highly recommend that you visit the <a href="http://planning.lacounty.gov/lariac" target="_blank">LAR-IAC Program Website</a> to find a rich source of information about the data and the LAR-IAC program.  The site includes project documents, full FGDC compliant metadata, data downloads of related GIS used to complete the project, sub-licensing information, sample imagery and data, and information about the 2006 acquisition.</p>
<p>GIS Data showing flight-date information is available on the LAR-IAC site and elsewhere in the LA County GIS Data Portal.</p>
<p><strong>The 4-inch imagery is  under license from Pictometry International, and cannot be publicly released</strong>.  Government entities are eligible to join the LAR-IAC program to access the data, and their contractors are able to access .  Private entities may contact Pictometry directly to purchase selected parts of the data.</p>

<p><strong>About LAR-IAC</strong></p>
<p>The Los Angeles Region Imagery Acquisition Consortium (LAR-IAC) Program is a collaborative acquisition program for digital aerial imagery data which has included the participation of 10 County departments, 30 municipalities, and four other public agencies.</p>
<p>The consortium is a model for regional cooperation that improves the quality, access, and cost-effectiveness of high resolution digital aerial imagery. Knowledge transfer is increased through consortium program meetings, user groups, and various workshops that have been established in conjunction with the project. The imagery acquired will enable all participating jurisdictions to leverage this key geographic information asset for numerous decision support and business applications, thereby facilitating the effective and efficient delivery of services.</p>
