LA County releases online redistricting tools for public involvement in the redistricting process.

You’ll need to register before you can begin updating the districts. I would definitely recommend taking a look at the principles, since it is a complex process: http://redistricting.lacounty.gov/index.php/laws-and-principles/
Every ten years, the United States attempts to count every person in the country through a process called the Decennial Census. Once we know how many people there are and where they live in the County of Los Angeles, the population must be divided as evenly as possible into five supervisorial districts for the County of Los Angeles Board of Supervisors. Adjusting the boundaries is called “redistricting.”
To support greater community involvement, the County has worked with ESRI to provide an online set of redistricting tools where you can draw new districts. The goal is to create districts where the population of each district is as close as possible, while not splitting “communities of interest” as well as making the districts as compact as possible.
