LA LAFCO Looking for GIS/Mapping Technician

RECRUITMENT

GIS/MAPPING TECHNICIAN

The Local Agency Formation Commission for the County of Los Angeles (LAFCO) is actively seeking candidates for the position of GIS/Mapping Technician.  This position reports to the LAFCO Executive Officer and interacts with other LAFCO staff in a supporting role. 

The GIS/Mapping Technician acts with a high level of independence in performing technical mapping functions, including preparation of maps and legal descriptions, requiring a sound knowledge of the principles and practices of GIS and GPS mapping techniques.  The position requires effective verbal and written communication skills, and the ability to act independently.

LAFCO is an independent State agency with jurisdiction over the boundaries of cities and special districts such as water, sewer, and vector control districts.  LAFCO is overseen by a 9-member commission and has a staff of 6 full-time employees and one part-time employee.

The GIS/Mapping Technician:

  • Reports directly to the Executive Officer and interacts with other LAFCO staff in a supporting role.  Prepares and reviews maps, map revisions, and legal descriptions of property, and performs boundary analyses and other technical work involving knowledge of applicable laws and principles of land surveying.
  • Prepares and reviews maps, map revisions, and legal descriptions of property for consistency with LAFCO and State Board of Equalization (SBE) requirements;
  • Performs office engineering duties requiring a thorough knowledge of computer mapping and survey quality standards; the purposes for which various kinds of maps and surveys are employed; the reliability of and the weight to be accorded boundary data such as surveys, easements, and rights of way; and the techniques for depicting a variety of information on computer-generated maps.
  • Identifies discrepancies between boundaries depicted or described and the source documents From which data were derived, and determines which documentation shall be controlling and correctly redraws maps;
  • Recommends when higher level professional, technical, or consultants may be required for the resolution of critical problems having major legal or economic ramifications.
  • Works with engineers, surveyors, title officers, public agency employees, applicants, and the public for any issues involving maps and legal descriptions;
  • Interacts with, and respond to inquiries from, staff of public agencies, property-owners, and the public regarding issues involving maps, legal descriptions, and city or special district boundaries;
  • Prepares presentation maps for items scheduled before the Commission meetings, working closely with the Executive Officer, Deputy Executive Officer, or Analyst who is responsible for the item;
  • Prepares maps and exhibits as directed by the Executive Officer and Deputy Executive Officer;
  • Prepares, compile, and revise the hard copy maps of cities and special districts in the binders maintained by the Executive Officer and the GIS/Mapping Technician;
  • Prepares, compile, and revise the electronic maps of cities and special districts on the LAFCO website;
  • Scans all older, paper maps into electronic format and store on LAFCO’s server; and
  • Performs other duties as assigned by the Executive Officer and Deputy Executive Officer.

MINIMUM QUALIFICATIONS:  Completion of two years in an accredited college with specialization in civil engineering or a physical science, and two years experience in one or a combination of survey and boundary analysis involving engineering calculations; map, topography, or civil engineering plan drafting; the calculation and preparation of engineering data for maps, profiles, or charts; or the preparation and interpretation of legal descriptions.  Additional years of required experience may be substituted on a year-for-year basis for the required education.

DESIRABLE QUALIFICATIONS:  Knowledge of programs, policies, and procedures related to local government changes of organizations and reorganizations, the initiation of boundary changes by petition or resolution; spheres of influence and LAFCO-initiated studies; land-use and zoning regulations, and subdivision regulations.  Knowledge of, and ability to interpret and apply, provisions of the Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000 and other applicable government codes and statutes.

COMPENSATION:  The salary range is $4,667 to $5,000/month.  Benefits include participation in the Los Angeles County Employees Retirement Association (LACERA) pension plan; employer-paid medical/dental insurance for employee and a percentage for dependents; and paid holiday, vacation, and sick day allowances.
