Countywide Statistical Areas Project (formerly called Board Approved Statistical Areas)

This page provides general information regarding the Countywide Statistical Areas Project (formerly called Board Approved Statistical Areas or BASA), project updates, and associated documents.  References below might still be for BASA – but they are now called ‘Countywide Statistical Areas’ (as of July 2016).

The goal of the BASA project is to provide a common geographic boundary for reporting departmental statistics for unincorporated areas to the Board of Supervisors.  They are not designed to perfectly represent communities, nor jurisdictional boundaries such as the Angeles National Forest, which will be delineated under a “places” project.

The CIO is working with Unincorporated Area Deputies and Field Deputies to establish names that reflect the desires of residents. We anticipate that this project will culminate in a Board Motion that will establish these area names as “Board Approved.”  BASAs differ from the more informal “Community” geographies because:

  1. They are primarily focused on broad statistics and reporting, not mapping of communities.
  2. They represent board approved geographies comprised of Census-designated block groups
  3. They must cover the entire unincorporated County
  4. There can be no holes or overlapping areas

Additionally, BASAs are to be named according to the following recommended naming conventions:

  1.  All names will be assumed to begin with “Unincorporated” (e.g. Unincorporated El Camino Village).  They will not be part of the Statistical Geography Name (so the name of the Statistical Area would be “El Camino Village”).
  2. Names will not contain “Island” – beginning each name with “Unincorporated” will distinguish an area from any surrounding cities.  There may be one or more exceptions for certain small areas (e.g. “Bandini Islands”)
  3.  A forward slash implies an undetermined boundary between two areas within a statistical geography (e.g. Westfield/Academy Hills or View Park/Windsor Hills)
  4.  Certain established names may include hyphens (e.g. Florence-Firestone)
  5.  Aliases may be defined in parentheses (e.g. Unincorporated Long Beach (Bonner/Carson Park))

We have removed all of the map links from this page since they were drafts – we are developing finalized maps of the CSA boundaries.

UPDATE  04/16/2015 – FINAL DRAFT

We have worked with all of the Board offices and completed a final draft of the BASA boundaries.  Drafts of the final maps, including demographic information, are attached below.

The name of the project has changed from Board Approved Reporting Areas (BARA) to Board Approved Statistical Areas (BASA), as we think that it more accurately conveys the project’s intended scope. Some changes have been made on the Web Editor, as a result we have an updated list of BASA names by district and an accompanying map series:


A few notes about these documents:

  • These were generated from 2011 Redistricting names, chosen with the assistance of the Board of Supervisors
  • Each page highlights a single unofficial “reporting area,” which represents all of the census-designated block groups (shown as “BARA building blocks”) that have been assigned the same name.
  • Any changes to the geography of these areas must involve a removal or addition of a complete BARA building block—the boundaries of these building blocks may not be modified.  The boundaries of the Building blocks are shown in red on the map.
  • The unofficial reporting areas have been separated by district. In a few instances, a reporting area falls into two districts. These areas should be given special consideration when verifying their correctness.
  • These files are large ( < 10 MB)


Various County agencies have attempted similar projects. The BARA project is an attempt to create a long-lasting set of names that will be used by all County departments, preventing the need for further naming efforts.
